EXCELLENCE REDEFINED: BREAKING BARRIERS IN EASE OF DOING BUSINESS




                       QUEZON CITY NANO-ENTERPRISES REGISTRATION
                       ORDINANCE OF 2024




























                            In April 2024, Quezon City took a significant
                            step in empowering small entrepreneurs by
                            enacting  Ordinance  Number  SP-3272,  S-
                            2024,  also  known  as  the  QC  Nano-
                            Enterprises Registration Ordinance of 2024.
                            This  legislation  provides  targeted  support
                            for  nano-enterprises—small  businesses
                            owned by self-employed individuals or sole
                            proprietors  with  assets  below  PHP  50,000
                            and  annual  gross  sales  not  exceeding  PHP
                            250,000.

                            To  ensure  the  success  of  these  micro-
                            businesses,  the  ordinance  introduced  a
                            comprehensive   support   system   that
                            includes  financial  assistance,  business
                            development  programs,  substantial  tax
                            relief,  and  priority  access  to  government
                            aid. Recognizing the need for efficiency, the
                            city  government  fully  digitalized  nano-
                            enterprise  registration  via  its  electronic
                            Business One-Stop Shop (e-BOSS), enabling
                            quick and convenient registration.

                           To drive awareness and adoption, the QC BPLD collaborated with barangays, the DTI as well
                           as Quezon City’s Sustainable Business and Cooperative Development Office (SBCDPO) and
                           Public  Employment  Service  Office  (PESO)  to  launch  outreach  programs  and  business
                           caravans. These initiatives ensure that nano-entrepreneurs receive the necessary guidance,
                           resources, and support to formalize their businesses and access government benefits.

                           By  eliminating  bureaucratic  barriers  and  providing  direct  support,  Quezon  City  has
                           established  itself  as  a  leader  in  inclusive  economic  development,  creating  an  enabling
                           environment where small businesses can grow and thrive.
