States. As a result of growing interdependence, the elements of these codes are
incorporated into a number of fundamental international accords. We face the
need to merge the rule of law and ethics in international politics, which were
separate in the past, and create political thinking which will unite, rather than
divide, peoples and produce a feeling of solidarity amongst them.
26. In this connection I would like to mention the role of Europe. Today in
many spheres Europe is setting an example for the rest of the world. It adopted
the Paris Charter, and at the conferences in Paris, Copenhagen and Moscow
has established the highest standard the protection of human rights. In fact, the
very idea of multilateralism was born in Europe and was first practically
implemented here in Geneva. Let us hope that with due determination Europe
can initiate the new enlightenment which will radically transform the entire
international political system.
27. The new concept of common security in all aspects, the ready-made in-
strument of its achievement - multilateralism - and world governance through
collective, moral political leadership, represent - I believe - the strategic triad
which presents a unique opportunity to meet the unprecedented challenges we
are facing in the world today.
