should either not be founded at all, or if it was going to be established, Russ-
ian control over it should not be allowed. The Vice-Consul believed that the
Ottoman Empire would collapse and so reforms should be guided to allow
the establishment of a British-controlled Armenian state. He wrote, 'Arme-
nians would first prosper and get strong as a British or European protectorate,
and get ready politically. Then, Armenians in other regions would be transferred
to Eastern Anatolia to increase the total Armenian population. However, no
matter the size of migration they would always remain a minority. So, as a sec-
ondary step, the Turkish population would gradually be driven out of Eastern
Anatolia. Only Kurds and Assyrians should be left. Assyrians would set aside
their sectarian differences with the Armenians and mingle with them. Kurds,
on the other hand 'would be forced to behave at gunpoint', and compelled to
live together with the Armenians. All of this would be undertaken under Ot-
toman rule, as a part of the enforcement of reforms. And when the time comes
and Ottoman Empire collapses, an independent state would be founded for Ar-
