Preface
In 2006, speaking at a conference at the Royal United Services Institute in London on “The British-
American Relationship: will it remain special?”, I was set to follow an extremely well-respected and
distinguished contributor. John Hamre had been elected President and CEO of the Center for Strategic

& International Studies in Washington, DC in 2000. He’d been the 26 US deputy secretary of defense,
following 4 years as comptroller and principal assistant to the secretary of defense for the defence
budgeting process. This included not only its implementation but, as necessary, improving the
management of its delivery. The following year, in 2007, he became Chairman of the US Defense Policy
Board.
Following Dr Hamre was a challenging prospect but one phrase resonated and provided a helpful link
to my address. He was describing the UK and Europe’s contribution to the pragmatic end of the
peacekeeping process: Defence.
