efforts. It is anticipated that the government will issue more decrees on implementation, including
               incentives for foreign enterprises to invest domestically.

                  Regarding Vietnam’s commitment to net-zero emissions at the 26th Conference of the Parties
               (COP26), the government issued Notice No 30/TB-VPCP on recommendations for implementing
               net-zero emission technologies. During a meeting with the National Streeting Committee, Prime
               Minister  Pham  Minh  Chinh  asked  ministries  to  establish  programmes  and  plans  to  achieve
               Vietnam’s promises made at the United Nations Climate Change Conference (COP 26).

                  In particular, the Notice identifies eight areas in which government agencies will be obliged to
               concentrate their efforts:

                  The  transformation  from  fossil  fuel  to  green/clean  renewable  energy  sources;  reduction  of
               greenhouse  gas  emissions;  reduction  of  methane,  particularly  in  agriculture  and  waste
               management; use of electric vehicles (EVs); sustainable management, including using forests and
               increasing trees to offset carbon emissions; research and development for construction material
               usage and urban development to promote sustainable development; public relations campaigns to
               raise awareness and support for sustainable development among the general public and businesses.
               The digital economy adoption should be accelerated to combat climate change. In conjunction
               with  this announcement, the Ministry of  Industry and Trade  (MoIT), the Ministry of Natural

               Resources and Environment (MONRE), and other relevant government agencies are anticipated
               to provide further guidelines on implementation.

                  However, implementation will be critical although the new Law on Environment will go a long
               way toward mitigating greenhouse gas emissions and is in line with COP26. If Vietnam seeks to
               transition  away  from  fossil  fuels  and  toward  low-emission  technologies,  low  or  negligible
               emissions will be critical.
                  In  order  to  achieve  this,  the  government  is  expected  to  issue  a  new  Decree  on  mitigating

               greenhouse gas emissions while protecting the ozone layer and establish committees to promote
               laws  and  policies,  administrative  reforms,  and  other  initiatives  aimed  at  climate-proof
               infrastructure and renewable energy sources. The government intends to complete and enhance
               the  National  Climate  Change  Strategy,  including  achieving  net-zero  emissions  and  lowering
               methane gas emissions.

                  When it comes to achieving its climate change commitments, Vietnam has appealed for foreign
               aid. USAID will assist Vietnam in its transition to clean energy via sophisticated technology while
               also enhancing energy performance and promoting competition in the energy sector. In order to
               do this, the United States  is  contributing  US$36 million  to  Vietnam’s  Low Emission Energy
               Program.

                  Specifically, to attain net-zero emissions, Vietnam will need to cut carbon dioxide emissions,
               reduce pollution, and adopt greater energy optimisation in the real world. Examples include a plant
               in Ho Chi Minh City’s District 9 that began adopting these steps even before Vietnam pledged to
               do so. It erected a solar power system on the roof, reconfigured manufacturing corridors to make
               more room for light, and employed lights with greater luminescence efficiency to achieve these
               results.
