3.4. Comparative analysis of assessment of investment attractiveness of regions
of the country and ways to improve it
It is an important issue for an investor to assess the country's investment attractiveness
and take into account its potential. That is why the investor regularly monitors the reports
published by various rating agencies and international organizations on the investment and
business climate index of the country/region.
Today, it should be noted that a number of issues and problems regarding the attraction
of investment funds of foreign investors to Uzbekistan are still open. The Ministry of Foreign
Affairs (MFA) conducted a survey among foreign investors, businessmen and experts of
financial organizations with experience of working in Uzbekistan in order to determine the
reasons for the continuing low rate of attracting foreign funds to the economy. They listed the
following as some of the factors and conditions that are stopping the flow of investment to
Uzbekistan:
currency conversion and profit repatriation;
lack of improvement of the banking-credit system;
weak protection of investors' rights and an insufficiently effective judicial system;
administrative-bureaucratic obstacles (many foreign companies are dissatisfied with
the procedures for obtaining licenses and permits to carry out their activities);
low investment rating 151 .

Bank, "Global Competitiveness Index" of the World Economic Forum, and "Country
Inactivity Index" of the Fund for Peace, which evaluate the direct investment attractiveness
of the regions of the countries: "Expert RA", "Forbes" magazine and CIS countries N.I.
Klimov's methods are widely used.
In assessing the investment attractiveness of the regions of the Russian Federation, the
method of the rating agency "Expert RA" is used more widely. This method is schematically
reflected in Appendix 29.
In this model, two parameters are evaluated: potential and risk impact weight. The
ranking of the region is determined by areas divided into 12 groups. The potential relationship
is a coordinate plane according to the description of the rating of each area, that is, the total
