The policy of attracting foreign investment for the development of priority sectors of
the economy of the Republic of Uzbekistan is aimed at the effective use of available funds,
time and opportunities, the effective allocation of resources based on existing conditions, and
thus the rise of the republic’s economy, its integration into the world economic system, as
well as stimulating investment in priority sectors of the economy aimed at attracting to
networks and their effective use.

4.2.1 . In a number of countries, the contribution of a foreign investor to the
authorized capital gives the right of control.
In international statistics, there are different approaches to classifying investments as
foreign direct investment. As an indicator that determines the right of control on the part of
foreign investors, the indicator of the contribution of their existing share capital is used
(Figure 4.2.1 ).
This figure is set at 10% in the USA, about 20% in France and the UK, from 25% to
50% in Germany and 49% in Uzbekistan. Also, one of its important features is the long-term
nature of investments made directly in the management of this enterprise. This form of
investment is the best and proven way not only to distribute risk and responsibility for the
efficiency of using investments to the state and the population, but also to distribute them
between business systems .
Today, on the basis of the law, preferential financial conditions have been created for
them in order to attract foreign investment on a larger scale and to interest them in spending
their own funds on the economy of our country. They are presented in the diagram below.
Uzbekistan has adopted regulatory documents for the smooth operation of enterprises
with the participation of foreign investment and the protection of investor rights. In particular,
the laws of the Republic of Uzbekistan “On foreign investments”, “On guarantees of the rights
of foreign investors and measures to protect them” and the Tax Code, adopted on April 30,
1998, determine the legal basis and procedure for carrying out foreign investments. To date,
the process of forming a legal basis for the activities of foreign companies on the territory of
