D. Determining factors in the Chapter’s continuance shall be its documented attendance at
conferences, conventions, activity in the community, the ability to carry out the aims and
objectives of the Organization, the demographics of its location and the Chapter’s
recruitment efforts.
Section 2: Chapter Bylaws
A. The Chapter shall have bylaws to govern the conduct of its business, consistent with the
NCB, and the Chapter bylaws shall not conflict with nor be more restrictive than the NCB.
B. All such bylaws and amendments thereto shall be subject to review by the National
President or the National Corresponding Secretary. Chapters are required to submit a copy
of their most current bylaws to the Regional Director.
C. If the Chapter does not abide by the National Bylaws it shall be terminated from
membership (in the Organization).
Section 3: Chapter Penalties
A. If the Chapter does not comply with Regional or National requirements as outlined in the
National Bylaws or the Organization’s policies and procedures or other governing
documents, it may be subject to disciplinary action up to and including termination.
B. Fines
1. A fine, recommended by the Regional or National budget committee and approved
by the voting delegates, shall accompany all delinquent per capita tax reports,
financial statements and other assessments.
2. Fees, such as those for insufficient funds, or for any materials returned to the
National office or its officers shall be paid by the Chapter.
C. Probation: The Chapter shall be placed on probation after a 30 day notification from
the National Executive Board when the Chapter’s level of participation falls below the
minimum requirement or when the Chapter violates Chapter or National bylaws, or
displays unacceptable or libelous conduct. The probation period and conditions of the
probation will be determined by the National Executive Board.
D. Suspension
1. If the Chapter fails to pay National financial obligations, including National per
capita or assessments, and/or fails to give financial support to the Foundation it
shall be suspended, following a 30-day grace period, subject to the approval of the
National Executive Board. While suspended, the Chapter forfeits all rights of active
membership.
