            Among  the  various  branches  of  engineering  surveying,  deformation

            measurement  is  a  critical  issue,  since  the  measurement  results  are  related
            directly to the lives and safety of people (Kalkan, 2007; Kalkan and Alkan,

            2006). As every other important civil structures, large dams need monitoring
            systems to be able to control the structure and prevent critical situations that

            may occur (Cazzaniga et al., 2006; Kaloop et al., 2009).  Indeed, monitoring
            of dams is among the essential aspects of a dam during construction, as well

            as in operation time and must manage to detect any behavior which might

            cause deterioration or breakage of dam. Key factors for a superior quality and
            reliable control network are adequate spatial density and correct position of
