          Repeat the past?

                                Like Bill Murray in the movie Groundhog
                            Day, Missourians and Iowans seem to be stuck
                            in the same day, repeating it over and over
                            again.  1993, 2011, and 2019 saw major floods
                            in the Missouri River Basin, and local areas have
                            seen  flooding  in  several  other  years  as  well.
                            Just as the flooding seems to happen again and
                            again, so do the recommended solutions. Well
                            before the water starts to recede, our friends in
                            the environmental community are once again arguing in
