Brubaker Aerial Surveys of Portland, Oregon, took this aerial photo in 1946. Most of the land shown in the

foreground is occupied by the Washington Veneer Company (so marked on the smokestack and water

tower). In the background can be seen the “mothball fleet,” a group of up to 185 ships from the National

Defense Reserve Fleets. These ships were moored in Budd Inlet for almost 30 years, and were held in

readiness for any military emergency that might arise.                                                    40
