CPEA was indeed a good methodology and agreed with Mrs Neptune that there needed to be
some changes in the classroom. The SEC heard that more marketing was planned for the
CPEA and other CXC products in 2017.
28. The Registrar informed the SEC that the 2017 action plan for CXC would comprise
modified as well as expanded 2016 Objectives.
29. Professor Alan Cobley referenced the CARICOM Human Resource Development
Commission which has been charged with developing strategy for human resource
development in the Region to 2030. He stated that the starting point of the discussion has
been that the education and training system as it currently exists, was not fit for purpose for
the 21 Century and the CXC is a fundamental part of that system. Professor Cobley made a

number of enquiries as follows:
I. Was the CXC fit for purpose in terms of its contribution to the education and
training system?
II. To what extent can the CXC shift the emphasis on what is being tested in the
Caribbean?
III. Can the CXC begin to address the overlap between the CSEC and the CAPE by
looking at the material and sequencing in the syllabuses in a more direct way?
IV. Can the CXC have more collaboration with teacher training institutions?
V. Would the CXC engage in special initiatives to address the range of issues
experienced with education and training?
VI. Would the CXC consider a ladder approach to certification for out-of-school
candidates instead of offering the same examinations they previously failed to
absorb?
30. The Registrar informed the SEC that the CXC is fit for purpose and reminded members
that the CXC Strategic Plan emphasizes that there must be varying types of certification. As
such, the organization recognizes that there are different levels of education on which
individuals can build, therefore a student need not leave school with the CSEC alone.
31. The SEC also heard that the CXC was shifting its assessment significantly with the
introduction of the School-Based Assessment (SBA) in all subjects so that students can apply
real life concepts to learning. The Registrar agreed with Professor Cobley that there needs
to be a change in the approach to teaching and opined that the change can happen through
resources which should be made available to all relevant stakeholders. He stated that there
must be a philosophy grounded in experiential/problem-based learning and the new CXC
syllabuses were focused on that.
32. The SEC heard that in relation to sequencing in the CXC syllabuses, a part of the
organization’s syllabus maintenance process is to look at scope and sequence. The CXC has
begun looking at overlaps in its syllabuses and has commenced reformation with the revision
of the science syllabuses.
