WELCOME AND OPENING REMARKS

2. Mr Glenroy Cumberbatch, Registrar, welcomed all participants, especially persons

attending FAC for the first time: Mr Marcel Hutson – Chief Education Officer (Ag) Guyana. The
Registrar also thanked Mrs Ruth Rouse for her contribution to FAC, noting that this was her
last FAC meeting as she had been assigned to a new Ministry.

3. FAC received apologies for absence from: Sir Hilary Beckles, Chairman, and Mrs Lorna
Brandy – Principal, St Kitts & Nevis.

4. FAC was informed that in the absence of the Sir Hilary Beckles, Chairman; Dr Marcia
Potter, Deputy Chairman would chair the meeting for its duration.

TRIBUTES IN HONOUR OF THE LATE DR DESMOND BROOMES

5. FAC was asked to observe a moment of silence in memory of the late Dr Desmond

Broomes, Member of the Technical Advising Committee, who passed away in January 2017.
6. FAC heard tributes in his honour given by Dr Marcia Potter, Mr Harrilal Seecharan, Sir

Kenneth Hall, Mr Vere Parris, Dr Gordon Harewood, Ms Colleen Horsford, Mr Glenroy
Cumberbatch, and Professor Stafford Griffith.
7. FAC remembered the multifaceted nature of Dr Desmond Broomes. In the

professional sphere, FAC heard of the invaluable contribution made by Dr Broomes while
working for CXC as Chairman of the Technical Advisory Committee and then as a member of
