Bahrain of a Highor Collogo, or UuivorBity. But it cannot bo too stronelv
emphasised that an absolutely nooossary first stop to Bitch a schorno is a
substantial improvomont in tho standard of tho education givou in tho
existing schools. Without that, our Highor Collogo or University would bo
almost useless, 6inco Highor Education can only bo built upon a sound
foundation of Lower Education,
