               a regular scale of bribes nicoly adjusted to keep everyone quiet.
               The Consular Liaison Officer has seen a good of their working and
               has unearthed a mass of corruption. The difficulty is to get the
               offending officials punished as no local authority appears to have
               the power to do more than transfer the official concerned, however
               flagrant his offonces.
                 (d) Benk-i^Melli.
                    Agha Reza Quli Ameri, remained the manager of this branch
               throughout the year#
                     From the 14th May 1942 exchange restrictions were removed, and
               the bank now issues foreign drafts (sterling and rupees) freely
              without the previous sanction from the Tehran head office*
                     No change In the credit to merchants. For a time this bank
              was also purchasing food supplies for the Government,

                    Agha Ali Ekrsmij held the post of manager throughout the year.
                    In the year 1S41 this bank paid advances to the cultivators
              at the rate of Rials 2000/- per man, but this year a sum of Rials
              5000/- per cultivator was paid under guarantee from the landlord.
              The loans were made for one year at 6 % interest.
                    The bank made a loan of 5,000,000 Rials to the landlords for
              irrigation purposes (for making new kanats). This loan has been
              given for 4 years at 7$ % interest.

                    Agha Abdul Karim Lawaaoni, Chief Judge of Kerman appelate
              court, remained in office throughout the year.
                    Agha Mohamed Ashraf, Legal Adviser to the local appelate court
              was transferred to Isfahan in the 1st week of February* He was
              succeeded by Agha Abu Talib Iluzaffari, who continued till the end
              of the year.

               (g)  Police*
                   Y&war Abbas Quli safirl, held the charge’of the office of the
             Chief of Police up to 1st week of April when he was succeeded by
             Yawar sulaiman Muhtishanu The latter remained in office till the
             end of the year.
                   According to the Chief of Police the strength of the police la
             insufficient for Kerman town, with the result that places one mile
             from the town have no police guard at night. •

             , Ifce Police posts on the Bam and Yezd / Bondar Abbas roads are
             inadequately equipped. They have not oven a telephone, so that if a .
             car passes without stopping, they cannot inform their head quarters
             till next day when they complete their 24 hours duty. The result
