           Itself at least the police have done their beet to cooperate* The
           men in-charge of posts are not generally educated.
             (h)  Gendarmerie.

                 The Gendarmerie were under the controllof Sarhang Tumaj after
           his arrival on January 28th* The Department is corrupt and needs
           a thorough overhaul from top to bottom. The second-in-command
           Qalabegi, subsequently transferred, is well known for his pro-German
           sympathies.
             (i)  Posts and Telegraphs.

                 Aqai Zahir Obehi, who had remained in Kerman for over 5 years
           as director of Fosts and Telegraph was at last transferred early in
           July and replaced by Aqai Ahmed Sadri. The latter speaks English and
           is apparently friendly to us* He takes a great interest in sports and
           was responsible for the organisation of a successful athletic display
           in the autumn.*
             (j)  Education.

                 The Director of Education, Hassan liooarhen, held the post
           throughout the year. He is also incharge of the 77aqf Department.
           Unlike the Director of Posts and Telegraphs he is not especially
           interested in athletics and although he made a not unfavourable first
           impression he has proved to be corrupt.
                 He transferred the P.ais-i-Owqaf Kerman, Agha Ansar to Yezd and
           Agha Shafihi, P.ais-i-Cwqaf of Yezd to Kerman, but after 2 months he
           changed them again, because, it is said, he found that Agha Ansar v;as
           more helpful in making money. A special commission from Tehran is Row-
           enquiring into the work of the Waqf Department.
                 Ho new schools have been opened during the year.
                 The number of night schools has decreased from y to 5 schools
           v>ith 213 male adult students.

             (k) Municipality*
                 Aaai Ban! Adam, a young relative of Aghai Sayed Mehdi Farrukh
           (Into Ustandar of Kerman), was chief of municipality as long as Aghai
           Farrukh was 1Tb tan oar. He was removed from the post by the acting
           Ustandar Sartip Keikovusi at the end of June, as he v.as found to be
           Incompetent* He was succeeded on 2'Jfh July by Aqai Abdullah Sarresh-
           tidar who remained till the ena or' the year. The latter is one of the
           best officials in Kerman, and we were fortunate in having his co­
           operation ana advice in connection with the poor relief scheme (vide
           para 11   of sub-head VTII Economic Condition)* He ha6 effected many
           improvements in the town and is one of the few men whom the ustandsr
           can trust. He has paid special attention to keeping the lanes of
           Kerman clean and this has had a good effect on the health of the town.
           He is also supervising the central bakery and is in-charge of issuing
           bread coupons.
                 TTo new roads were built in the town but old roads were maintain­
           ed and improved.

             a) Health.
                 Aqal Mohamed Daftari was Chief Medical Officer, Kerman till
           20ta March. He wa6 a relative of Oartip Siyah Push on his wife1*
           «ide, and was brought by him as Chief Medical Officer, Kerman. After
           the transfer of Sartip Siyah Push he. was removed by the Ustandar
           Farrukh and All Akbar Voklli succeeded him. Dr. Vakili was educated
           in Germany and had a German wife from whom he separated in 1B41. He*
           had pro-German sympathies, though after the Allies occupation he
           changed his tone in the presence of ^British subjects* He was arrested
           in early August under orders from the Central Government. Dr* tfawabi
