            advice to him regarding his personal expenditure
            is in his own interest since the time has come
            when it is no longer free from public criticism.
            His threat about refusing to sign the budget as
            mentioned by Belgrave in paragraph 3 of his letter
            is, I think, only one of his usual histrionic
            efforts. If he mentions Kuwait to me, I imagine
            that the reply is that the finances need controlling/
             though naturally I would not venture to give it. The
            comparison to Saudi Arabia is inappropriate and
            ridiculous.
