After compliments,
I have the honour to inform you that we have learned
that there is a dispute between the Petroleum Concessions

Limited and the Central Mining Company about the waters of
Qatar (whatever they may be) over which Shaikh Abdulla bin
Oasim has granted a concession to the Central Mining Company.

We hear that the dispute has been submitted to arbitration.
We are not aware over what waters Shaikh Abdulla granted

a concession but if this concession is connected with the seas
lying between Bahrain and Qatar we wish to remind you that
we claim sovereignty over these seas as we have stated in our
letters, letter dated 19th Safar 1367 (31st December 1947).

addressed to you and letter dated 18th Shaaban 1367 (24th
June 1948) addressed to the Secretary of State for Foreign
Affairs.

As it is possible that the dispute between Petroleum
Concessions Limited and Central Mining Company affects our
own ownership we request you to inform us about the boundaries

of the sea area over which the Central Mining Company claim
that they have been granted a concession.
