                            During the sohool tom of 1Q40-41  Mr. Vail one o
                       inotitutod and oarried out a numbor of improvements
                       in tho government oohools mostly on tho linos of
                       tho recommendations which ho made to tho Bahrain
                       govornmont and which aro described iu his oompre-
                       honsivo roport on education in Bahrain which ho
                       made in 1939 before his uppointment to the post.
                            The most important changes which ho uiudo wore
                       tho reorganisation oC nil village schools and tho
                       institution of tho Oooondury Sohool or tiiu Kulliyah.
                       In addition ho i*egu lari soil tJio toncJiora into different
                       grad oh and organimid the distribution of nohool books
                       snd material, ho raised tho ago of admission to the
                       oohools and eliminated the over ugod young married
                       men who previously monopolised tho upper olasBos,

                       Mr. Vallanoe continually stressed tho neoossity for
                       bottor toaohing in the Junior claoeoB which had
                       previously boon regarded as neoding the least quali­
                       fied touchers.   Ho visitod Palestine and obtained
                       tho services of a nunibor of woll qualified touchers
                       reoomnBnded by the oduoational authorities in that
                       country and also onliatod oevoral hotter educated
                       Bahrain Arabs to teach in tho schools,   Ho instituted
                       daily physioal drill in the oohools and regular visits
