July, und explained to him the position in regard to
llawar, viz. . that on the evidence at present before

H.M.G. it appears to belong to the Sheikh of Bahrein,
and that the burden of disproving his claim lies on
any other potential claimant. It was explained to him
that it v/ould be impossible to give a final ruling
without knowing whether the Sheikh of Q,atr has a claim,
and hearing it if ho had one. Mr. Belgrave understood

the position. He said that the Sheikh would enter the
island in the list of his possessions to be given to
Petroleum Concessions Ltd.
Mr. Belgrave was informed that there was no
objection tv the Sheikh negotiating with the two oil
companies while in London, but that this Office should
