     Confidential*
                     EXPRESS LETTER.

              From Political Resident, Buohiro.
To Secretary of State for India. London.
              Repeated Government of India, Simla.

                              Political Agent, Bahrain.
        No.428-S Of 1936. Dated 25th May 1936.
                            Subject: Petroleum Concessions Limited- Claim
of Bahrain to the Island of Hawar.

In continuation of my Frinted letter HO.404-S dated the
              19th May 1936.
              2. It is convenient to deal first with the statement in the

first paragraph of Mr. Skliros1 letter of 29th April 1936
(India Office Print id letter No.p.Z.2975/36 dated the
5th May 1936) that the fact of the Island of Hawar being
shown on the map annexed to the Qatar Oil Concession is
proof that the Island belongs to Qatar, The map in question

showed not only Qatar, but part of the neighbouring territory
inoluding the Islands of Bahrain, so that the fact of
Hawar appearing on it is of course no proof of ownership one
              way or the other.
              3. Colonel Loch has referred ii: paragraphs 3 and 4 of his
letter No.C/217 dated the 6th May 1936 to the representations
made by Shaikh Abdullah in London in 1919. Though the

question of the ownership of the Island of Hawar was not
specifically mentioned then by Shaikh Abdullah, in view of its
close proximity to Zubara it is useful to examine the •
oonnection of the Al Khalifah family of Bahrain with the
              latter place.
              4. A note on the History of Zubara and the claims of- the

Shaikh of Bahrain thereto is attaohed to letter No.3650 datedyj
