Situation has calmed considerably since the Ruler made his
announcement on August 30 and I now consider that the emergency
has passed. I am, therefore, relaxing security preenulions,

2. The High Executive Committee is said to be issuing
another circular v/hiah will call upon the Ruler to meet
"national demands" vrithin a certain period, failing which further
action will bo taken.

3. It is possible that on the Advisor’s return from
leave at the end of this month there will be demonstrations
against him.
