responsible for the course of the ship of state.
3. The Ruler himself is, however, according to
reliable reports, in remarkably good form physically
und mentally, and the Deputy Ruler, Shaikh Isa, is
evidently consulting him in the oecluoion of the
Awali Hospital over many matters of state, In my
opinion His Highness io not likely to leave the island
for convalescence nor, on returning to affairs, to be
willing to delegate his powers, except perhaps to a
small extent to Shaikh Isa,
4. The eventual consequence of the present uncertainty
and the conflicting personal ambitions whose existence
has been felt during the Ruler's absence, may well be that
the restoration of his personal rule, or something near
it, will be welcomed with relief by many. However, even
if 6uch proves to be the case, the struggle for powftr*will
only have been postponed, and the increasing dissatisfaction
with the Government machine will in tiny event present us
with Inevitable problems in the ensuing months.
