X am desired, first, to remind you of tho long continued friendship and
support which have been accorded by tho British Government to tho rulers of
Bahrein.
2. I liaYO need to remind you that thoso favours liavo aho bcon extended
to you personally.
Upon the dontli of your fathor, Sheikh Ali bin Khalifoh, the British
Govoramont oaused tho usurpor Muhammad bin Abdulla to bo oxpolled and
yourself installed in your father's place. You liavo ovor siuco rocoivcd the
support of tho British Govornmout.
3. In February 1001, you wore notified by tho Resident that, inaocordanco
with your express wish tho British Govornmont recognised your sou, Shaikh
Uamod, ns your successor to tho Chieftaiuship.
4. They further offered you tho services of a British 0dicer to administer
with more efficiency tho customs of Bahrein. This offer you refusod.
5. Theso aro evidences of tho friendly and bcnovolcnt spirit which Ms
bo<*n consistently displayed towards you by tho British Government.
You owo, iu tho main, to them your present position, the means that you
enjoy and your continued occupation of tho Chioftainship.
G. Notwithstanding thoso facts, and notwithstanding tho assurances whioh
liavo bcon givon by you, especially on tlio oooasion of the imprisonment in
1873 of a mail agont in tho omploy of a British Trading Company, whon you
proiuisod to abido *' Inshalla ” by tho advice of tho Political Resident, you havo
not maintained your friendship towards the British Government and liavo con
ducted yoursolf in a mannor whioh cannot bo permitted to continuo.
7. You havo now refusod to accept advico whioh I hayo repeatedly offered
on behalf of tho British Government with a viow to the amicable settlement of
tho difficulties whioh havo arisen in connection with the recent assault by sub
jects of yours on cortain Porsians. Tho final reply given by you, whon I last
visitod you on tho 8th Dcccmbor 1004, was to the following effect: “I havo
only ono answor to givo, namely, that I will do nothing in this oaso oxcopt aftor
trial by my own Shariat or Urf Court ”. You were then informed why this
procedure could not bo agreed to, and, though overy consideration was shown
to you, you still ronminod obdurato, and thus barred tho way to a satisfactory
conclusion boing nrrivod at. You havo also in spite of my own repeated re
presentations and thoso of tho Assistant Political Agont at Bahroin, Captain
Pridoaux, entirely failed to kcop under propor control your nephow, Shaikh Ali,
who has undoubtedly bcon identified through his rotaiunrs with tho presont out
rage on Porsians, os woll as with tho rocont attaokontho Gorman, Mr. Bahnson
for tho illogtil application of Sukhra, or foroed labour, on tho oinployds of tho
Gorman, Mr. Wouokhau9 and for tho forciblo romoval from tho British Mail
Steamer Kang,-'* of oortain baggalas last Docombor for his own work.
8. Matters liavo now como to a point whon tho British Govornmont oan no
longor consistently with thoir own dignity and your porraanont intorcsts dismiss
theso mnttors with you, and I am, thcroforo, instruotod to mako tho following
domauds upon you: — °
(I) I am to domand that six of tho riug-lcadora in tho attaok against
Persian subjocts shall, aftor identification, bo oxpellod from tho
island, and with thorn tho 4 persons whom you oxpollod in
connection with tho Gorman coso, but who 1 loam havo rctumod.
(II) I am to domand that Rs. 2,000 shall bo paid as compensation to tho
I ersians throuph tho Assistant Politionl Agont, on account of tho
outrago oommittod on thorn.
(Ill) I am to domand that you shall station a spooial guard of your own
