I have this morning received from Porsian Government a reply to the noto
authorized in your telegram No. 67.
Reply Btates that instructions have been sent to Liugak to “ make reparation and
do the man justice," but that, as to tko question of Bahrein, “ you will admit that tho
proprietary right of tho Persian Government over tho island is not a matter to be
disputed."
I propose to see Minister for Foroigu Affairs this aftornoon, and givo him a very
strong warning of consequences of refusal to recognize our Protectorate.
To enforce our right I would suggest, if necessary, occupation of an island in
tho Gulf, proforably Blnninw, or ICais,
