                                    My immediately preceding telegram.
                                    I havo strongly urged on Ministor for Foreign Affairs necessity of compliance, ns I
                                was quite suro that His Majesty’s Government intended to settle tbo matlor once nnd
                                    I suggested that his Excellency should writo mo a noto saying that the instructions '
  t                             wo doenro had been sent to local authorities in the Gulf, and making no mention of 1
                                Persian claims. Though I could not got him to promise to do so, I think that the
                                arguments I used produced a good deal of impression; ho promised to send mo another
                                reply to my note after consulting his colleagues.
  ! •                               I think that the Minister for Foreign Affairs quito understands that Persia has no
                                real claim to Bahrein, but both ho and his colleagues are too much afraid of tho
                                Assembly to oxplain the real situation to it and defend their conduct if they complied
                                with our demands; probably the threat, if I were authorized to make it, of occupying
                               an island would inspiro them with tho necossary courage.
