Sir,
I have considered the proposals for a solution of the problem
of Zubarah set out in your despatch No. 01 (1081/1) of the 13th
of June.
2. I agree that you should inform the Ruler of Bahrain that
Her Majesty's Government in the United Kingdom cannot support
! further attempts to secure a continuance of the arrangements made
between the Ruler of Bahrain and the Ruler of Qatar in 1944 and 1950.
I prefer this form of words to that contained in either paragraph 12
or paragraph 13 of your despatch under reference. You should also
incorporate in your letter an argument on the following lines which
is not only valid in itself but also may be of some assistance to
the Ruler if he feels the need to justify the situation to his
family (or to himself). Since these earlier arrangements were made,
there have been notable changes in the Gulf, and one aspect of
these changes has been the entry of subversive persons and influences.
These have in turn necessitated the imposition of security
arrangements and generally a much more systematic control of
movement both of persons and goods than heretofore. In these
circumstances the Government of Qatar, for example, must exercise
i ! an effective and general control over customs and immigration
throughout its territory. The informal arrangements that formerly
obtained can therefore no longer be expected to be allowed to
continue.
3. I have considered whether the communication of this decision
should be deferred until there is a possibility of some
pronouncement on Halul. If this pronouncement were to the
