disadvantage of the Ruler of Qatar the fact that we were
simultaneously to cease to press any Bahraini claims about Zubarah
might help to lessen the harmful effect. But a decision on
Halul may be very long delayed and in any case will not necessarily
go against the Ruler of Qatar; while the latter is already in
a position to deny Bahraini pretensions to Zubarah. You should
therefore make your communication to the Ruler of Bahrain at any
appropriate moment in the near future, though it would probably
be preferable to do this after the Ruler has raised the subject
with you again rather than, as it were, spontaneously.
4. You should not lead the Ruler of Bahrain to count on the
continued willingness of the Ruler of Qatar to agree to unrestricted
personal visits to Zubarah by the Ruling Family of Bahrain, You
should of course avoid all reference to the Political Resident's
decision of 1954 contained in his despatch No. 52 (1089/14/54)
of the 8th of May of that year.
5. I should be glad of your advice on how, if at all, the contents
of your letter to the Ruler of Bahrain or the fact that it has
been written, should be communicated to the Ruler of Qatar.
6. I am sending copies of this despatch to Her Majesty's Political
Agent at Doha and to the Acting Political Agent at Bahrain.
