Busrnh a copy of the said ordors was sont to the Mutnsorif of El-Hnssa, who
forwarded a copy of tlio snmo to the Kaimakam of El-Kntif.
The Bash ICatib furthor informs mo that thoso ordora hnvo been issued on
the rooommendation of *Akif Pasha, the prosont Mutasorrif of El-llasa, who
represented that tho execution of auoh ordors would ensure pcaco and tranquil
lity and ovontually lend to tho incrcoso of revcuuo. It appears that the order
regarding tho building of Zobnra has boon postponed until further orders.
Tho reason why deputies aro intended to be appointed to assist tho Kaim-
lcara of JCatf (who is Jnsim) is because the latter is always absent from tho town
and lives in tho mainland. The deputies to bo. appointed aro four in number
possessing compotont qualifications for administrative work. By this measure,
my informant assures me, tho Turkish Government expect to gradually annex
Katr.
My informant further states that two steamers will bo appointed to run
botwcon Katr, ‘Ojuir and Katif, and that a " Amir El-Uahr” (Harbour Master)
will bo appointed nt Katr, whoso duty will bo to levy n ort dues on native craft,
That a forco of cavalry and infantry will be stationed at Katr with tho object
of taking possession of the placo.
Saloh Ellondi is much surprised nt those measures which ho says will
require an enormous expenditure, especially tho mnintunanco of a dromedary
mounted polieo to tho number of six hundred, when tho present rovonuo of El-
Ilnssa and Katr combined is not sufficient for paying tho cost of administration
ns is nt present constituted.
Saloh Effondi furthor says that in tho OYont of tho proposed reforms being
carried out, if tho Mutnscrif bo unablo to show an inorenso of revenue, aftor
tho lapse of ono year, ho will find himself in a critical situation.
