look at it and understand if your organization is stable ­ You have to make sure that you have reports that are
               legible to elected officials and citizens so that information is free flowing and not haphazardly conducted. This
               is important in making sure that you are receiving positive direction from the community.


               Make sure there are systems in place that take information and can be changed based on information
               received.

               As an example, we have a County run hospital ­ it's important that they have an annual report. I will sit down
               before the meetings­ I'll have meetings with board meetings. I will point to them areas of focus they should
               have so that they are ready and prepared to discuss with the CEO of the hospital ­ by having that one on one
               engagement it helps people to be in charge of the situation. I think that contact is a great example of how I
               bring about discussion and progress.



               6.  What is your assessment regarding current public budgeting/funding issues that the City may be facing
                 and how do you think the City could best respond to these challenges?

                 I can't say I've reviewed the budget or the CAFER for the City. One of the things I find is that we tend to be all
                 too focused on the budget of today and we don't focus enough on the outstanding money needed for the
                 infrastructure. We need to make sure we are prepared to replace our infrastructure, as well as dealing with
                 the large pension obligation, since pension is really kind of a dying system - private sector has gotten away
                 from that quite some time ago. I think that would be a big challenge for the City of San Jose - mainly I would
                 say infrastructure and reserving for it's replacement. Social programs is important for large cities, such as the
                 homeless program - they need to be provided for in a way that is humane and respectful.


               Communication, Collaboration, and Personnel Management
               7.In terms of communication, what is your approach when working with various levels of stakeholders such
               as management, staff, and your direct reports.

               I think the approach depends on the audience. You can only speak with people who are prepared to listen to
               certain information. Staff are going to have a much higher level understanding of technical aspects ­ you are
               speaking with people from all different types of backgrounds ­ you have to really pay attention to your
               audience. You have to understand where they are coming from. I try to make sure I understand my audience
               before I step into any type of situation where I am expected to communicate.




               8.  Please describe a situation in which you had influence on increasing the effectiveness of a team of people
                 or a department. What measures did you take to contribute to employee motivation and staff
                 development?


                 In the budget group with the County of Monterey ­ we are down to six people today ­ the way we were able
                 to go from 9 to 6 is to empower individuals and to help them learn from success and failures ­ we created a
                 system that allowed them to utilize resources that are outside of their team. Be creating a completely
                 revised budget process ­ we become an additive to the budget process and look at it as we are adding to it
                 vs. subtracting from it ­ that also goes to how you motivate and get employees and staff to work at their
                 hardest and most respected level ­ make them understand that their a team. And even though you're the
                 boss, they're not always the ones who are making a decision ­ that helps us all.
