               6.  What is your assessment regarding current public budgeting/funding issues that the City may be facing
                 and how do you think the City could best respond to these challenges?

                 When it comes to government right now, nobody wants to raise taxes, and there are more needs than ever.
                 The public is demanding more services. I believe the best way to mitigate that or minimize the impact - when
                 the government is spending money on minimizing impact - what can give you the most bang for the buck.
                 That has to be done to evaluate how to best spend that money. When you provide those services you may
                 want to consider- what is the most beneficial project for spending that money. In California - one of the main
                 concerns is water supplies. I was fortunate to be a part of the team that developed storm water rates - you
                 have to spend your money wisely - as it's going to be more limited and raising more money will be more
                 restricted. Another addition to the idea I just presented is you have to go for a more diversified revenue
                 source that is more based on the user fees and has various different enterprise funds that can actually make
                 money to serve the public.


               Communication, Collaboration, and Personnel Management

               7.In terms of communication, what is your approach when working with various levels of stakeholders such
               as management, staff, and your direct reports.

               I thrive on efficiencies ­ which means that not only the daily tasks you do is expected ­ but I always ask my co­
               workers or team members to be more efficient ­ that's an additional load beyond the daily task that you do. I
               am always willing and nice to other people. I expect them to perform more than regular 9­5 work. That's the
               one thing with my staff and team members.


               8.  Please describe a situation in which you had influence on increasing the effectiveness of a team of people
                 or a department. What measures did you take to contribute to employee motivation and staff
                 development?


                 I'm going to go back to my DocuSign example. I first proved to my unit and our airport ­ that our invoicing
                 speed was 120 days ­ I had to compile the data and present it about my team ­ that it takes this long and this
                 is not acceptable ­ everyone had to come to an agreement and admit that this is not an acceptable
                 processing speed. While I was searching and searching for solutions ­ I identified the issue. It was the people
                 who were approving it who were holding up the process. One of the solutions I came up with is, can we
                 identify where it is sitting to resolve the issue? We started using DocuSign ­ which would show where it was
                 being held up.
