               General Questions

               1. Why are you interested in the ADF opportunity with the City of San Jose?  Tell me a bit about what you
               know about the City.


                I'm interested in the career ­ I have delivered what I wanted to deliver at my current position ­ I am looking for
               new challenges. I am a person who is always eager to learn and innovate ­ I have accomplished and delivered
               what I was planning on doing, and I'm looking for a new challenge. That's the first part ­ the second part ­ do I
               know much about San Jose? I know it is the capital of Silicon Valley ­ my family is out in Southern California ­ I
               know it is a booming City. California is known for a more modern government. I am into the idea of efficient
               government. I want to deliver efficient government where I can be transparent around everything the City
               does and be really proud around what the City does. I want to try to make that happen.
               2.Please describe your most recent position and day­to­day responsibilities.


               Currently at Philadelphia International Airport I am the Treasury Manager. My day to day involves cash flow ­
               like when to go for a bond, as well as the bank balance. I also manage the investment of all the bond funds
               through a money manager and I track all of the expenditures related to capital. I manage capital budgets. I
               think that's about it. I also manage the commercial paper program as well.


               3. How many employees do you supervise? Who do you report to?


               Yes ­ supervising others ­ I have 6 direct reports ­ we are in transition of swapping folks. Currently about 25
               people in total. Reports to the CFO.


               Finance Questions

               4. Please describe the ways in which you determine whether your organization is operating efficiently and
               effectively.


                The airport is an enterprise fund. It requires more efficiency than non­government type of speed. I pride
               myself in making everything more efficient. It used to be that the processing date was 6­9 months for
               someone to receive a check. Along with the procedure changes. I have reduced that to three months. 90 days
               on average. Some of them are actually processed within 60 days. I pride myself in making things better ­
               performance management.


               5.  Describe your experience in proactively managing the financial programs of an agency to ensure
               fiscal transparency, stability, and to protect the agency’s financial resources.


               That has been my objective for my current employer and the employer before that. I have put some of the
               accomplishments I have done. Government usually relies on the financial statement to improve their
               performance. You need a customized report that individual managers can report on. I started my career as an
               engineer ­ my focus was on finance and capital projects as well. As an accomplishment I fully occupied the cash
               reserve to the airport, I monetized, I achieved an non­AMP tax status. I really thrive on efficiencies, and the
               goal and the actual mission and what to do for the goal and mission ­ a lot of people have trouble around how
