               General Questions

               1. Why are you interested in the ADF opportunity with the City of San Jose?  Tell me a bit about what you
               know about the City.


               I saw the opening and I thought my experience is in County government. I have always had an interest in
               seeing the difference between a City and County. Getting exposure on the whole gammut sounded pretty
               interesting to me at this point in my career. As far as the City of San Jose­ I've been there many times.
               Watching some of the different things that occur there. I think the City is most famous over the fights over
               pensions.




               2.Please describe your most recent position and day­to­day responsibilities.


               With The County of Monterey ­ I am responsible for the budget ­ I'm also responsible for the policy and
               implementation for the Board directives ­ I'm also in charge of very special projects ­ whether that is heavy
               negotiations ­ as well as I have been an executive in charge of multi­million dollar capital projects including the
               Laguna raceway.


               I'm doing the finance and the budget for the County for quite for some time.


               3. How many employees do you supervise? Who do you report to?


               Direct supervisions maybe ­ about 8 direct ­ at least 60­70 under them. Report to the County Administrative
               Officer.

               4. Please describe the ways in which you determine whether your organization or department   is operating
               efficiently and effectively.


               One is obviously financial metrics ­ whether it is what your variance to estimates to budgets to what your
               actuals are as well as staying within the scope of your appropriations. The way that I really gauge success is
               understanding people and their levels of performance ­ are they adding value and enjoying their work life ­
               that is really the foundation of success ­ are you across the board working for the team. It is really about
               understanding that your team is functioning well. Then it's about your output metrics ­ if you have a project ­ is
               your project on schedule ­ gauging performance starts with understanding if your team is functioning well.


               5.  Describe your experience in proactively managing the financial programs of an agency to ensure fiscal
               transparency, stability, and to protect the agency’s financial resources.

               Everyday ­ part of the way to manage the finances is you have to have a long­term vision. In our case it is only
               annual product ­ you have to envision programs and policies in place that will survive your tenure in your
               organization ­ make sure we have long­term policies ­ first and foremost is you have to have a regular set of
               reports and information that are valuable and provide insight to your average citizen so that they can quickly
