about 60 buses and recently acquired 5 electric buses. We carry about 3 million passengers per
year on our transit system. We really have a state of the art transit system. A couple of other things
we are looking on is, one, we are really focusing on complete streets with bike lanes that are
modern with green painting. We have also been working on the Ace train with the ultimate express
train. That will reduce the regional and interegional transit. There are a lot of things that we have
been working on improving, those are just three recent examples.
The State of California has passed laws requiring increased recycling of Organic Waste, with
the goal of reducing disposal of organic waste by 50 percent compared to 2014 levels, by
2020. Please provide your experience with recycling and solid waste in addressing this
issue.
We are really ahead of the goal there. We met our target last year and went even further. We went
to the goal of 5 ILBs per person. We built ourselves a disposal facility, which is not only helping us
but the regional partners as well. All of the green waste and organic will go to the disposal. Solid
waste is also under me, we also have our code enforcement supervisor who goes out to all the
businesses like restaurants and schools. We work with them on an ongoing business and we take
their waste to our compost facility. We are not only meeting we are exceeding State standards.
What experience do you have in supervising a diverse group of employees, mentoring and
growing them, and what employment issues and challenges have you faced in embracing
diversity?
As I've mentioned, I have about 6 direct reports we do have a diverse community. When I became
Public Works Director, there were at least 3 candidates who competed for the same position,
which poses a greater challenge for me to succeed. One of the challenges was to work with them
after receiving the position to create a team mentality. That was one of the challenges I had to go
through to succeed here. The other thing is there are competing priorities. We had to focus on one
priority.
When I took over the Department it was a big problem. Actually being open with employees and
making sure like they own the entire Public Works and the entire job that really improved
employee morale and our efficiencies.
The DPW will manage seven divisions and a staff of over 700. What do you see as the
challenges and what is your experience in managing multiple divisions?
I currently manage a couple of more divisions now because I also manage airport and transit. My
experience is for the last 5 or 6 years a huge diverse group - I do bring that experience. I bring
building services, solid waste, recycling, engineering, construction, electrical, traffic. I currently
manage more divisions than this City has. Modesto is the only other agency that also has parking -
parking lots, surface parking, and street lots.

Lives in Manteca - the goal is not to commute. Rent an apartment and then ultimately move to
Sacramento.
