Systems Engineering (MSE) contract with the Naval Air Warfare Center Aircraft Division
(NAWCAD) Webster Outlying Field (WOLF). Under this latest MSE contract—a $64M cost-
plus-fixed fee, cost reimbursable, indefinite-delivery/indefinite-quantity contract to support
NAWCAD WOLF’s Ship and Air Integrated Warfare Division programs—REPS team members
will continue providing exceptional command, control, communications, computers, cyber,
combat systems (C6), intelligence, surveillance, and reconnaissance (ISR) systems engineering,
integration, and in-service engineering agent (ISEA) and logistics support for new and existing
shipboard, surface, ground-based, and airborne mission systems. Along with supporting
NAWCAD WOLF under the newest MSE contract, which runs through February 2029, the
REPS team will also provide support to DoD and its services, the Department of Homeland
Security, and DoD’s Defense Intelligence Agency.
MIL is proud to have received an overall technical rating of “Outstanding” for our proposed
solution. In the post-award debriefing, evaluators called out several particular strengths of the
MIL solution. NAWCAD noted that MIL’s proposal “demonstrates an exceptional approach
and understanding of the requirements and contains multiple strengths and/or at least one
significant strength, and risk of unsuccessful performance is low.” Also cited in the award
document was the selection of several key staff members the Navy deemed exceedingly
qualified to conduct the work, including Megan Kennan, proposed lead for the MIL team’s
configuration management efforts, and Patrick DeBoe, MIL’s proposed Program Manager.
Patrick also served as Capture Manager of our winning submission!
With the senior leadership of Tom Clark and Harvil Jenkins, the team making this latest
MSE award possible included Patrick DeBoe, Garrett Smith, Lewis Collier, Megan Kennan,
Michael Mead, Michael Lopez, Megan Warren, Esha Bristol, Phil Stewart, Peter Prime, and
Thomas Vause. Also contributing to the winning effort was our hardworking P&M team, MIL’s
outstanding Contracts and Pricing Departments, as well as the invaluable assistance generously
offered from other MIL sectors and support staff.
Congratulations to everyone who contributed their hard work, expertise, and commitment to
                                    this winning effort!
                                    GRFIN contract growth

MIL was recently awarded a $54M contract modification to the REPS Sector’s Global Radio
Frequency and Intelligence Networks (GRFIN) contract. This mod adds work scope to
enable additional top secret / sensitive compartmented information (SCI) requirements to
be performed. The new classified work under the contract will support the integration and
installation of GRFIN-related technologies, systems, and equipment. MIL will also be tasked to
update and modernize existing systems and equipment and use legacy, current, and emerging
GRFIN technologies to meet NAWCAD WOLF Integrated Command, Control and Intel
                                    Division requirements.
Cheers to the entire GRFIN contract team whose superior performance made this substantial
                                    contract expansion happen!
                                    On the winning team

MIL is pleased to announce the October 2023 award of the Program Management Support
