               course

               Because IAATI is a non-profit, this committee is coming to the ATPAs to raise $30K for the
               training on the NICTA platform, POST Certification reporting, electronic instruction, and
               dashboard.  In the long run, this will be cost savings as this will be the clearinghouse for all
               training which will be all on-line training.

               Kevin asked how long will it be until its online, waiting for John Abounader for the funding.
               Courses are being uploaded now.  The goal to get this online is June; however; with the
               pandemic it is unknown, but they are one foot from the finish line.


               Robert Force said that Colorado will be providing some sponsorship funding for the NICTA
               platform training.  Colorado will be uploading the state curriculum and having NICTA facilitate
               that training as well.  Colorado views this as a win-win and encourages ATPAs to take a look at
               what NICTA is doing come along to support. It standardizes the training and makes it easy for an
               investigator to get the training.  The premier training certification really should be from IAATI
               there will be some financial support needed.  $30K will be needed over the next 3 years.

               Bryan asked for some clarification questions and expressed the Texas Commission on Law
               Enforcement doesn’t have any online training approved and with the pandemic, all training is
               canceled and stuck without any on-line training being approved.  A few months before the stay-
               at-home order TCOLE reached out to Bryan to create online classes that haven’t gone anywhere
               due to workload.  Bryan doesn’t have a way to give money, but interested in how could he
               participate.  If he could get this approved by TCOLE, he could pay for Texas law enforcement
               officers to come to the training and reimburse.

               Kevin in LA, is there a unit cost for certification? Bryan said he know the cost mechanism for an
               in-person class, as for Todd’s class, unsure of the cost-per-unit.  Price and cost are two different
               things.  Todd indicated the certification price is $75, $50 for the class and $25 for the materials.
               But everyone has to be a member of IAATI which is a separate cost.  The concept is to have the
               program nationally certified through Idealist, but there is a cost associated with that as well.


               Steven Wheeler will be supporting it in PA financially and will send officers through the training.
               The IAATI President can send out a letter requesting funds.  Robert was asked to comment on
               this.  Colorado will support it by way of sponsorship, however, each ATPA has a different
               procurement process.  Ie; Goods and Services can purchase through NICTA, Sponsorships,
               contributions.  Someone asked what will the officers in CO get out of the sponsorship, Director
               Force said there is no expectation of goods and services in return – it is a true sponsorship.
               CATI will offer their curriculum to enable offering CO classes through NICTA.
               Reg asked if there is an in-kind access with a sponsorship.  $5,000 donation would get 100
               investigators certified. All of this is still on the table.
