Auto Theft Prevention Authorities Committee
invited Amanda from Pennsylvania. Robert Force briefed that the group discussed a problem
statement and skeleton for a strategy plan. Robert Force advised that the group then met with
Reg Phillips and brief him on the strategy for centralizing a public education plan. Reg Phillips
advised the meeting resulted in the need to address silo thinking from each of the ATPA’s and to
develop a general plan or strategy for the ATPA. Reg Phillips advised that he had established a
Public Education Sub-Committee, chaired by Amanda O’Halloran – which we still need to get
Arizona ATPA Director McGuffin’s approval. Robert Force briefed that the purpose of the Sub-
Committee would develop a general strategy that all ATPA’s to focus on public education or
outreach efforts. As part of this, Amanda O’Halloran would be reaching out to each of the ATPA’s
to glean the best practices and activities.
Intelligence Analyst Working Group
• Occupant Apathy Survey. Reg Phillips introduced Matthew Helmcamp and Sev Vasquez.
Matthew Helmcamp first briefed the group regarding the survey. In Michigan ATPA asked
what was the biggest problem they saw about auto thefts. The ATPA teams responded that
it was owner apathy thefts but there was no data on how big of a problem this was. In
meeting with Reg Phillips, Sev Vasquez and Robert Force, Matthew Helmcamp composed a
survey to determine the observations of owner apathy thefts. Matthew Helmcamp said the
survey will go out from the Michigan State Police but was inviting comment and suggestions.
Reg Phillips brought up the term “owner apathy” and having it replaced with the term
“operator apathy.” Matthew Helmcamp said he will be using Vovici Survey tool. Robert Force
suggested to send the survey out as a beta to the ATPA and Reg Phillips advised that he could
assist Matthew Helmcamp. Sev Vasquez thanked Matthew Helmcamp for his hard work in
putting the survey together.
• Guide to Auto Theft Analyst. Matthew Helmcamp briefed the group on the document that
he and Sev Vasquez put together. Matthew Helmcamp said the document was put together
to assist agencies and various ATPA’s on issues and guides on employing and using an Auto
Theft Analyst. Robert Force commented that Matthew Helmcamp and Sev Vasquez have
done an excellent job in putting this document, as well as the survey. They have done a great
job and have taken critique from Reg Phillips and Robert Force. Robert Force recommended
that the document be included in the next ATPA meeting and moved for adoption. Reg
Phillips said he would send the document out to the IAATI group as well.
