ISABELA STATE UNIVERSITY (ISU) MERIT SYSTEM FOR FACULTY




                       Pursuant to the provision of Item No. 2, Section 7, Book V of Executive Order No. 292,
               otherwise known as the Administrative Code of 1987 and CSC Memorandum Circular No.
               14,  s.  2018,  otherwise  known  as  the  2017  Omnibus  Rules  on  Appointments  and  Other
               Human Resource Actions (ORAOHRA) (Revised July 2018), promulgated on July 03, 2018,
               re:  Amendments and Additional Provisions to CSC Resolution No. 1701009 (June 16, 2017),

               and duly noted by the ISU Board of Regents dated July 27, 2018, this Merit System for
                Faculty Members of the Isabela State University is hereby established for the guidance of
               all concerned officials and employees of the University.

                                                CHAPTER 1. -  OBJECTIVES

                       The Isabela State University shall strictly adhere to the principles of merit and fitness
               and equality. The selection and promotion of employees shall be based on their relative
               qualifications and competence to perform the duties and responsibilities of the position.
               There shall be no discrimination in the selection and promotion of the employees on account
               of gender, civil status, disability, religion, ethnicity, or political affiliation.

               GENERAL OBJECTIVES:

                       The general objectives of this Merit System are the following:

                       a.     To establish a system for recruitment, selection and appointment of faculty;

                       b.     To create and provide equal opportunities for career development;

                       c.     To  enhance  organizational  effectiveness  and  productivity  through  fair  and
                              objective reward and incentive system;

                       d.     To develop highly educated and motivated professional staff;

                       e.     To  provide  a  guide  for  speedy  and  fair  resolution  of  complaints  and
                              grievances; and

                       f.     To provide a framework for personnel discipline.
