25. Insider – refers to an employee of the Isabela State University who is interested in
joining the faculty or the members of the faculty who are aspiring for promotion.
26. Job Requirements – requisites not limited to the qualification standards of the
position, but may include skills competencies, potential and psycho-social
attributes necessary for the successful performance of the duties required of the
position.
27. Job Rotation – the sequential or reciprocal movement of a faculty member from
one office to another or from one division to another within the University as a
means for developing and enhancing his/her potentials in an organization by
being exposed to the various functions of the University. The duration of the job
rotation shall be within the period prescribed by the ISU Management but shall
not exceed twelve (12) months.
28. Mentoring – a mechanism that guides a faculty member to the inner network of
the ISU, which may assist him/her in career advancement. It involves an
investment on a high potential faculty member, providing an objective
assessment of one’s strength and weaknesses and ensuring opportunities to
address them. This mechanism allows the faculty member to clarify “ambiguous”
expectations of the ISU and facilitates career growth.
29. Merit System - a personnel system in which comparative merit or achievement
governs the selection, utilization, training, retention and discipline of the faculty
in the University.
30. Meritorious Reason – a situation where the faculty applicant or transferee possesses
exceptional qualifications, which the University badly needs and there are no other
applicants with the same qualifications. Such applicant or transferee would not settle
for the salary of the lowest grade of a faculty rank, which may not commensurate
to his/her qualifications or to his/her present salary in other agency or company.
31. National Budget Circular No. 461 – refers to the Circular issued by the Department
of Budget & Management (DBM) to establish and prescribe rules and regulations
governing the implementation of the revised Compensation and Position
Classification Plan for faculty positions in SUCs, HEIs and TEIs in accordance with
the modified Common Criteria for Evaluation (CCE) for faculty positions.
32. New Entrants/Recruits – those who will be selected to join the faculty or non- teaching
staff of the University and who do not have any work experience in ISU in any
capacity whatsoever.
