33. Non-Career Service – positions expressly declared by law to be in the non-career
service; or those whose entrance in the service is characterized by: (1) entrance based
other than those of the usual CSC eligibility/PRC licensure examination for merit
and fitness utilized for the career service; and (2) tenure which is limited to the
duration of a particular project for which proposed employment is made.
34. Outsider – refers to an applicant for a faculty position who is not yet employed by
the Isabela State University.
35. Panel Interview – refers to the interaction of the applicant with the members of the
Campus Faculty Selection and Promotions Committee where his/her competence
and potentials as reflected in his/her answers, personality, communication
facility, mental alertness, and deportment are assessed and rated.
36. Part Timer – a teaching staff member who is either occupying a regular plantilla
position or hired through a contract of service or a job order, whose teaching
work is on part-time basis. (A contract of service or job order part timer is not a
government employee, as his/her service is not considered government service.)
37. Performance – refers to the performance ratings of the faculty member based on
the Performance Evaluation System (PES) of the University and the Qualitative
Contribution Evaluation (QCE) prescribed under the National Budget Circular
(NBC) No. 461.
38. Personality and Psychological Evaluation – one of the factors in the recruitment and
selection process that evaluates the personality, character and potentials of the
short-listed applicants including their strengths and weakness and only those
with favorable evaluations will undergo further screening.
39. Personnel on Official Time – a faculty member who is granted a study leave full
time without any financial assistance, except his/her salary and other mandated
benefits and remunerations.
40. Personnel on Scholarship – a faculty member who has been granted an opportunity by
the University to pursue a higher degree full time, with or without financial grants,
for as long as he/she receives all the mandated benefits and remunerations given
to all University employees, such as salaries, bonuses, and the like.
