                    Why Are There Uniform Complaint Procedures?

                    Williams Uniform Complaint Process, Education Code Section 35186(f)

                        10.    Textbooks  and  Instructional  Materials  Every school must provide sufficient textbooks
                               and    instructional  materials.  Every  student,  including  English  Learners,  must  have  text-
                               books or     instructional materials, or both, to use in class and to take home after class.

                        11.    Teacher Vacancy or Misassignments Each class should be assigned a teacher and not a
                               series of substitutes or other temporary teachers. The teacher should have the proper cre-
                               dential and subject matter training to teach the class, including training to teach English
                               Learners.

                        12.    Facility Conditions School facilities must be clean, safe, and maintained in good repair.

                    How To Submit A Complaint:


                    Any person, organization, or public agency concerned with a violation of state or federal regulations
                    governing an educational program are to submit a Uniform Complaint Form:
