Director Fred Lohmann serves as the Director of Field Operations, Southwest
                            Region of the National Insurance Crime Bureau.  The Southwest Region
                            encompasses Arkansas, Louisiana, New Mexico, Oklahoma, and Texas. He
                            supervises a staff of special agents and support personnel assigned to investigate
                            criminal conspiracies involving insurance fraud, vehicle, cargo, and heavy
                            equipment thefts. The National Insurance Crime Bureau (NICB) is the nation’s
                            premier not-for-profit organization dedicated exclusively to fighting insurance
        fraud and crime. Mr. Lohmann is a graduate of Oklahoma State University with a degree in criminal
        justice. He graduated with honors from the Oklahoma Highway Patrol 40th Academy and is a court-
        recognized expert in motor vehicle accident reconstruction. He is a certified insurance fraud
        investigator, fraud claim law specialist, associate in insurance services, and holds a certificate in
        general insurance from the Insurance Institute of America. He is a licensed multiline claims adjuster
        in Texas. Mr. Lohmann holds a Master Peace Office license from the Texas Commission on Law
        Enforcement Officer Standards and Education and is a commissioned Special Ranger with the Texas
        Department of Public Safety. Mr. Lohmann is a TCLEOSE-certified instructor and NRA-certified
        firearms instructor and range safety officer.


                            Sheriff Maxey Cerliano, is the  Past President of the Sheriff’s Association of Texas.
                            He is currently serving his 5th term as the Sheriff of Gregg County. In addition,
                            he is the President of the East Texas Police Academy and Kilgore College Criminal
                            Justice Advisory Board. Prior to running for Sheriff, he retired as Assistant Chief
                            of Kilgore Police Department after 22 years of service.





                            The Honorable Tom Watson, Gregg County District Attorney. A University of
                            Texas at Tyler and Texas Technical University Law school graduate. In addition,
                            prior to law school, he was also Kilgore Police Officer assigned to FBI Violent
                            Crimes Task Force.





                            Chief Mike Bishop – 30 years at Longview Police Department as well as an U.S.
                            Airforce veteran. Chief Bishop is a University of Texas at Tyler graduate and
                            earned an MBA from LeTourneau University. In addition he is a graduate from
                            Institute for Law Enforcement Administrations 71st Police supervision and ILEA’s
                            Management Command College (42nd). As police chief of Longview Police
                            Department, he leads nearly 250 sworn and civilian employees.
