Dr. Rick Helfers - began working at the University of Texas at Tyler in 2013 after
                            a twenty-five year career in municipal policing in Texas. His research interests
                            focus on criminal justice education, police officer decision making, and
                            organizational  justice  within  police  agencies.  His  recent  work  has  been
                            published in the Criminal Law Bulletin, Journal of Criminal Justice Education,
                            Journal of Ethnicity in Criminal Justice, and Journal of Police and Criminal
                            Psychology. Additionally, Dr. Helfers retired from Richardson Police Department
        as a Captain. Dr. Helfers teaches undergraduate and graduate courses that focus upon
        Administration, Ethics, and the Police. He is also an undergraduate criminal justice student advisor,
        faculty sponsor for the criminal justice student association, and serves on graduate level master

                            Dr. David Scott- began working at The University of Texas at Tyler in 2015 after
                            a thirteen-year career in municipal policing in Texas. His research interests focus
                            on criminal justice education, domestic and family violence, sexual assault and
                            stalking crimes, and crimes against children. Dr. Scott teaches undergraduate
                            and graduate courses that focus upon Criminal Justice Policy, Criminal
                            Investigations, Criminology, and Criminal Procedures. In addition, he has been
                            course instructor for FBI Law Enforcement Executive Development Association
        for the Supervisory Leadership Institute. Stephen F. Austin State University B.S., Criminal Justice;
        Master of Science in Criminal Justice, University of Texas at Tyler; Ph.D. Public Affairs, University
        of Texas at Dallas. University of Texas at Tyler (2015-Present) Associate Professor (Tenure Track) of
        Criminal Justice and Public Administration for the College of Arts and Applied Sciences.


                            Mr. Doug Johnston, is the Chief of the Joint Training and Education (J72) Division
                            for the North America Aerospace Defense Command (NORAD) and the United
                            States Northern Command (USNORTHCOM) (N&NC). He leads a joint, bi -
                            national team to deliver the education and training programs for N&NC staff,
                            Dual Status Commanders, and the State National Guard JTF Staffs. He directs
                            general/flag officer training for the defense against hostile actions directed at the
                            United States and Canada and serves as the Homeland Security/Defense
        Education Consortium steering committee chairman. Mr. Johnston retired from the United States Air
        Force as a Lt. Colonel.
        This conference will exhibit a high level of training, education, and vendor. The Northeast Texas area
        provide a great venue for learning. I look forward to seeing you at this year’s conference.
