Need for Quantitative Assessment

               Current Approach

                 ▪ Although the buffer zone was introduced to manage

risks, the elements at risk and their vulnerability are not

                       being considered.

                 ▪ A buffer zone or even factor of safety that varies with

the consequences of failure, is therefore required.

                 ▪ Furthermore, rather than having a very wide buffer,

there are other management and engineering

measures that could be considered to reduce the risks

                       of landslides.
