information technology to improve access to justice, promote the efficiency of
judges and the courts, and strengthen public trust and confidence. To that
end, we have structured a Digital Strategic Plan and we aim to fully transform
to become a Digital Court in the year 2020. I shall address some of the recent
developments implemented by the Office of the Judiciary in relation to the
application of technology in response to the abovementioned strategies.
Regarding the improvement of access to justice, the President of the
Supreme Court has issued a Directive on an Electronic Filing System allowing
litigants to send and receive pleadings, notices, court orders and other relevant
documents online. In addition, required court fees and trial expenses may now
be paid online via credit or debit card, bank transfer or other methods
specified in the Announcement of the Office of the Judiciary. Recently we
have replaced the costly and time-consuming mailing of letters or making
announcements in newspapers with the innovation of an e-Notice system.
The Court will now announce court appointments, schedules and important
notices online or upon the request of the parties through the secure central
website. We have also incorporated the use of Quick Response or QR Codes
instead of using paper-based forms such as the form for confirming court
appointments with witnesses, the form inviting parties to attend pre-trial
mediation and hereby making it faster and more convenient to reach out to
the public and court users.
Moreover, in the case where either of the parties or witnesses
are foreign nationals who cannot understand Thai, and the provision of an
interpreter is required by law, we have also established the E-Justice
Conference Centre, whose function is to enable the interpreters to perform
their translating duty via teleconference without being present at the court,
