including the report on the details of the arrest once the suspect has been

arrested pursuant to the warrant. These are some examples which hopefully
illustrate that effective implementation of information technology systems must

be underpinned by the cooperation of inter-organisations, especially in the

legal process where different organisations and institutions play vital roles.

Distinguished guests, Ladies and Gentlemen

The Courts are constantly facing rising expectations of the

community. The ultimate aim in the application of information technology I have
mentioned is to serve our court users and the community better. With the

development of the global economy and borderless nature of information

technology, it is important that we should look beyond our own jurisdiction.

We need to also bear in mind that introducing information technology is not only

about building the hardware and installing the software. It is also about
changing the mindset, habits and behaviour of those using it or whose work

will be affected by it. I hope that by sharing with you our missions and

experience, it will facilitate the useful exchanging of views and ideas resulting
in fruitful and constructive discussions in the subsequent sessions of the

Conference. May I wish this Conference all the success it deserves and all of

you very productive days to come.
