Malaysia is also currently facing the double burden of malnutrition where
undernutrition and overnutrition are in co-existence. Stunting and wasting
among children aged below 5 years exist at alarming levels while childhood
obesity and other diet-related NCDs are on the rise. In view of the worrying
figures and the predicted future growth of this disease burden, the
prevention and control of the double burden of malnutrition present a major
challenge to national health.
The first National Nutrition Policy of Malaysia (NNPM)
was approved by the Cabinet in 2003 (NSFNC, 2005). The policy aspires to
achieve and maintain the nutritional well-being of the population. It aims at
providing access to adequate, nutritious, safe and quality food for all. It also
promotes and supports strategies for healthy eating practices by
integrating and synergising the efforts of relevant stakeholders in planning,
implementing and evaluating food and nutrition programmes that are
effective and sustainable. To translate and operationalise this policy, a
series of National Plan of Action for Nutrition of Malaysia (NPANMs) were
formulated, namely NPANM I (1996-2000), NPANM II (2006-2015) and NPANM
