FROM THE RAFINO PRESIDENT
           Upcoming RAFINO Election and 2024 Reunion in October

           It is not too early to start thinking about October.  The Charleston Reunion
           invites have gone out for RAFINO members and Retirement-Eligible FCA
           members.  In case you have missed the email, here is the link for the Reunion

           I still need to recruit “Retirement-Eligible” FCA soldiers to add Active Duty/          COL (R) Kelly
           National Guard/Army Reserve Finance soldiers to the depleted RAFINO rolls.  Many of us are Life
           Members of both organizations and that already provides both the FCA and RAFINO with a
           crossover touchstone for experience and expanded camaraderie.  Adding Retirement-eligible
           Finance soldiers to the mix of RAFINO members would only deepen the ties between Active
           Duty/National Guard/Army Reserve and Retired Finance soldiers.,


           We have simplified the membership process by requiring all new and existing members to
           become Life Members, which is inexpensive.  For those Finance Corps soldiers who would like to
           join RAFINO sooner than the Reunion and save on Registration costs, here is the link to apply for

           In 2024, I will be making a major push on two fronts to re-invigorate RAFINO with “youth” and to
           add to the RAFINO Board leadership that has seen multiple resignations and pending resignations
           due to personal and health reasons.  It is not to early to think about running for the RAFINO
           President, First Vice President, and Treasurer.  Please submit your nominations or self-
           nominations for these Board positions to me at mdk0719@yahoo.com.


           RAFINO also needs volunteers today to fill the positions of Surviving Spouses, Membership,
           Secretary, Assistant Secretary, Assistant Treasurer, and 2026 Reunion Vice President.  I am
           asking anyone who has the bandwidth and the “Support and Serve” spirit to contact me.  We can
           use your talents!


           I will soon host a series of Conference calls with BG Paige Jennings, Commander of USA
           Financial Management Command; BG Rebecca McElwain, Director of Operations and Support,
           ASA (FM&C); and COL Michelle Williams, Commandant of the USA Finance & Comptroller School
           to discuss the contours of the upcoming Finance Corps 2030 Workshop that will be held on
           Friday, 18 October in Charleston.  A lot of changes have occurred since most of the RAFINO
           membership retired.  The workshop will bring us all up to date on the Army sustainment wartime
           and peacetime missions of the Army Finance Corps. The soon to be released Army FM 4-80
           (Comptroller and Finance Operations) will be the centerpiece of this workshop.  It will be
           informative, and you will hear from the Finance Corps top leadership who are responsible for the
           implementation/execution of the new doctrine.  I have spoken with the Army Financial
           Management and Comptroller SGM, Terry Anderson, and he has agreed to be the 2024 RAFINO
           Reunion’s keynote speaker at the 19 October Banquet in Charleston.  I asked SGM Anderson to
           provide a “Capstone” address that would provide a commentary and summary around what was
