ARTICLE IV

RESPONSIBILITIES

Section 1 The WFBY shall be responsible for direction, management, supervision,
and control of its business, property and funds.
Section 2 The Regional Centers of WFBY shall be responsible for the creation,
supervision of and assistance to Buddhist Youth groups within their
respective regions.
The establishment of a Regional Center and its acceptance by WFBY
shall not in any way have political, racial or sectarian significance
other than that it is so recognized as a Buddhist youth organization
affiliated with WFBY.

ARTICLE V

ADMINISTRATION

1. EXECUTIVE BOARD

Section 1 As provided in the constitution of the WFBY, the President,
Deputy President, eleven Vice Presidents, and Treasurer shall be
elected by the delegates to the WFBY General Conference every
two years. The President shall officiate as chairman of Executive
Board meetings. The Secretary General shall be nominated by
the President with the endorsement of the EXBO.

The Executive Board (EXBO) shall consist of a President, a Deputy
President. eleven Vice Presidents, a Secretary General and a
Treasurer. Assistant Secretary Generals who sit in the EXBO,
without voting right and do not constitute the quorum, shall be
appointed by the EXBO.

Section 2 The Executive Board shall define the policies and shall have full
administrative authority in all matters concerning the WFBY.
Section 3 The EXBO shall meet at least once a year and 30-day notice of
each meeting shall be given to the members. The President, acting
alone, or not less than six of its members, acting together, may
call for a meeting of the EXBO to be held at any time. At least eight
members of the EXBO must be presented for its proceedings to be
valid and to constitute a quorum. Proxy shall only be acceptable,
provided always, at least 50% of the EXBO members are present
