1.3 DUTIES AND POWERS OF THE EXECUTIVE BOARD
Section 1 The President, Vice President for International Affairs and the
Secretary General shall be responsible for the management
and Coordination of all public relations pertaining to the WFBY.
Section 2 On the recommendation of the Secretary General, the
Executive Board shall appoint such Standing Committees as
deemed necessary in carrying out the responsibilities of the
Secretariat.
Section 3 The Secretary General shall be the chief administrative officer
of the WFBY. He shall be in charge of the daily affairs of the
Secretariat within the framework of the policies established
by the General Conference and Executive Board.
Section 4 The Secretary General shall be responsible for the management
and coordination of all public relations pertaining to the WFBY.
He may also seek and raise funds whether from public or private
sources to support WFBY program and administrative costs.
2. THE SECRETARIAT
Section 1 The WFBY Secretariat shall be responsible for implementing the
resolutions and mandates of the General Conference and the
Executive Board. The Secretariat, with the prior approval of the
Executive Board, may also initiate new programs to meet new
circumstances, which have arisen since the last Executive Board
meeting or General conference.
Section 2 The Secretariat shall be responsible to WFBY General Conference.
During the inter-Conference period, it shall be responsible to report
to the Executive Board.
Section 3 The Secretariat shall submit a written report on its activities,
including a statement on finances, to the General Conference or
in the interim to the Executive Board whenever it shall convene.
It shall also prepare a draft program for future activities for
presentation at the General Conference.
Section 4 The Secretariat shall be headed by a Secretary General (see
Article Ill, Section 4 above) who shall manage the daily affairs
